September 28, 2006 MCA Winnipeg Regional Information Meeting Notes (posted September 29, 2006)Agenda Items1) Introduction & Opening Remarks MCA President Mitch Tarapasky had everyone introduce themselves, read the MCA mission statement, talked about working on strategic plan. 2) MCA Board of Directors Mitch referenced the handout listing the directors. MCA is short 2 male directors for Wpg region. 3) Winnipeg Region Information -Marlene Mori (one of city directors & liaison for Thistle CC) identified which directors were liaisons with each city club -also identified which directors were associated with each city event (see "MCA Events 2006/2007" handout) . -Noted the 2 vacancies for male directors -reviewed 1st mail out of season sent to clubs on Sep 18 highlighting Competitor Card request forms -reviewed contents of 2 mail outs distributed at meeting (06/07 rule book, summary poster re rule changes, bonspiel posters, Hosting Application Form for 2008- 2009 season, posters & entry forms for zone playdowns for provincial championships ) 4) CCA Competitor Cards Ian Staniloff highlighted the arbitrary changes made by CCA which the MCA opposed -Now will need 3 separate cards for Brier/Scotties , Sr Mens/Womens, Mixed Events. Plus increase of $10 to $35. Curling clubs will get to keep $2 of sale. -Still have a separate card for Masters Men/Women events only $15. -some grumbling & complaining from attendees -clubs have to send in requests for cards very soon. 5) Winnipeg Zones Information Rick Mutton , President of the Winnipeg Curling Clubs Association, highlighted the changes re zone playdowns for 06/07 season (will also be posted on Deer Lodge bulletin board) -The Winnipeg Curling Clubs Association will assume responsibility for running the City of Winnipeg Zone Playdowns for the coming season. As far as entering competitions nothing has changed. The entries will be submitted through the MCA Office as in past years. The major change that is the fact that for the first time since the open zone format was introduced, each competition will now have a maximum entry allowance. This was necessitated by the excessive number of sheets that were being secured in the curling clubs to run the zones and the MCA returning the ice to the clubs one or two weeks before the respective zone playdown was to start when a lower than expected entry was received. Although the MCA did pay for this ice, the ice in the clubs sat empty as contracts had been signed and it was too much work to change schedules for leagues that had already published their season schedules. -In no circumstances will the entry limit be set at less than the number of teams that participated in the previous years playdown. -There are a number of other changes being made including : starting a playdown later in the week where possible, playing Senior Women and Senior Men at the same time and venue as well the same will be applied to the Masters playdowns. . -The MCA City of Winnipeg Directors will continue to play an important role in the zone playdowns as they will be responsible for overseeing the seeding process as well as supervising the playdowns. -The advice to all those intending to play in a zone playdown competition within the City of Winnipeg is to submit entries early to avoid any disappointment. 6) MCA Mens Bospiel Mitch noted that we are in the 2nd year of trialing the fixed deadline for entries approach and the change to food vouchers to clubs. This seems to be working. We lost the Thistle so have to use some rural rinks to make up for lost sheets. 7) 2006/2007 Calendar of Events -noted some minor changes on the most up to date handout (dated Sep 28) 8) MCA Staffing Ian Staniloff reviewed changes : - former Technical director's job restructured, replaced by Development Coordinator (filled by Elain Owen) and moving of other duties re competitive curling to High performance Mgr, Connie Lallibertie -have a new receptionist -Resby Coutts resigned recently , in the process of hiring a replacement 9) Curling Academy -Brian Kaleta provided an update - into the second year now, growing from 3 rural pilot schools to 10 with 15 classes of students -increasing from about 60 to over 300 participants -adding another 6 and possibly 10 schools next year -opportunity to move into grade 11 & 12 as phys ed programs as it becomes a new requirement at that level -Deer Lodge will be used by classes from School for the Deaf 10) MCA Meeting Dates -handout showing all meetings, encouraging participation, will post on bulletin board 11) City of Winnipeg Icing -handout identifying where & when events scheduled 12) MCA Rules & Procedures Changes -MCA VP Dale Brooks summarized the changes in rules & procedures for 06/07 : - all 32 Safeway Select teams will be ranked and seeded for the Select draw (#1 vs #32, #2 vs #31, #3 vs #30, etc) -the Skill Based Ranking at the Junior, Senior, Masters, Mixed and Scotties Championships will be moved from the end of the pre-event practice (as previously done) to after a first win by the team. Each team will have the option of deferring their Skill Based Ranking throws until after a future win - with the provision that the throws MUST be completed no later than the completion of the fourth round robin game (if not done prior to that time). -an attempt is to be made to eliminate' free passes' by having all zone teams compete to qualify for provincials. For this purpose, all rural zones will be paired with another zone. The provincial berth in a zone with Zero entries will be competed for as a second berth in the 'paired zone'. In a zone with only one entry, that team shall playoff against the finalist team in the 'paired zone'. -Coaches at the Junior level accompanying teams to the 2007 Manitoba Target Junior Men and Women Championships at Rivers and Virden will be required to have a minimum of Level 2 Technical. The minimum age for coaches remains unchanged at 21 years. - Coaches remain optional at all other championship levels and the standards are unchanged - minimum age 21 and minimum Level 1 Certification There are some additional changes noted on the DLCC home page, also see MCA website : www.curlmanitoba.org/rules The MCA provided a big green poster with all the 2006-2007 changes for our DLCC bulletin board 13) 2008 Tim Horton's Briar -Mitch reviewed previous week's announcement and organization structure, see MCA's web site for more details - Our Gail Cabana-Coldwell is on the executive committee reporting to chairman Barry Greenberg. She is responsible for Volunteers & Special Events , 14) Summary & Wrap-Up / Q& A -Mitch announced that there is a plan to have another Symposium put on by the CCA in Wpg in April 2007 -Phyllis Madigan, Victoria CC announced the "Social Evening" roast & boast to honor Mitch at Victoria Nov 10th |
